Obviously a loser with nothing better to do with their life. Probably not even in the USA. E-bay's fault partially too. If they let you block anyone with a -1 or 0, especially on E-Bay motors you could avoid these type of things.
I've never sold junk, when listing items on eBay. Still, I don't have a 100% feedback, because of retalitory bad feedback from people who won, but didn't pay. If you leave a deserved bad feedback for somebody, they will do the same back to you most of the time. I even received a bad feedback one time, because the buyer thought the item should have arrived sooner then it did. He was happy in every other way, but he wanted it sent by regular parcel post mail, at Christmas time. Go figure.
What's more worrying is the fake accounts that some sellers use to pump up their prices. I've noticed some really weird auctions where bidders with no history were pumping the price of things up way beyond what was reasonable.
I suspect some auctions are being used to sell other "stuff" under the table. Like when a record store in Vancouver BC got $35 for a Ford radio ad record; I find it really hard to believe that more than one person would be interested enough to push the bids that high. But, that wouldn't be a bad price to pay for 1/8 of an ounce of BC's finest agricultural export.

I hate dead beat buyers. I was selling subs on ebay and a buy bid on them and never payed. I was being nice so I waited for 2 weeks for him to pay and finally I reported him to ebay and they refunded my selling fees. I also hate when I try to buy something on there and the seller bids on there own item to hike up the price.
That's so cheap.. another bad scam though, is people with two accounts, and getting on with the one they want to purchase the item with, and place a low bid, then come in with their psuedo account and bid super high that way nobody will top it, then close to close.. they retract that bid. This used to be a problem, I don't know if ebay has fixed it yet though.
eBay supposedly has some personal ID for each account--name, address, etc. To sell anything, you have to have a credit card set up, so they might figure out if the same person is bidding on their own item, and supposedly that will get you kicked off. Know of one husband-wife team that was doing that though and got away with it for a while. When I bid on something, I just figure the most I'm willing to spend, and put that it. If it goes higher than that, I didn't want it anyway.
I am personally sick of ebay, i still think beanie baby every time someone says ebay. I think, for car parts especially, we need a website that is like a virtual swap meet where you don't mess around with bidding. THe classifieds on this site are good as well.

That's for selling items though about credit card set-up. What these people are doing is, going in with a fake buyer ID, and putting in their amounts, trying to get it to raise some.
