H: 5.8L (351) V8
4: check digit
E: 1984 model year
C: assembly plant, not sure which one "C" is
A65670: numerical sequence of assembly

[updated:LAST EDITED ON 10-Feb-02 AT 04:06 PM (EST)]351 clevelands were only made in the early 70's. Then there was the 351m which is a relative, but has no racing heritage like the 351c. The 351w is more related to the 289/302.
