The shims are used to change the pinon angle of the rear end. They are used to increase or decrease the angle of the drive shaft between the trans and the rear end. The shims are placed between the spring and the axle to adjust the angle that the axle sets. As stated above this will allow the rear axel pinion axle to be adjusted or the front axle castor to be adjusted.
If you are using a dropped front axle or reversed eye front springs you probably need them. They are installed so the top of the axle tips back. More caster will make the steering center easier so the truck will wander less.
