02 Explorer Antenna loose

02 Explorer Antenna loose
The rubber boot on my antenna has come loose from the body. I have tried several times to push it down with a screw driver to get it to seat back into the panel but have had no luck! The rubber boot is a stiff rubber and it just will not seat back into the body panel. I have seen others on the road as I'm passing them with the same problem. Anyone with any good ideas?
