The stock wipers that came w/my 04 were horrible for freezing almost immediately. Take them off and throw them at your dealer for selling such wipers. Then go some buy Bosch - they work good to -40F.

How old were the blades? I've found that really makes the biggest difference. As the blades age, they lose their elasticity and ability to remain in solid contact with the window which allows some water to remain and freeze on the windshield.
I haven't seen a blade yet that works well in winter conditions. Even the "winter" blades are cheap nowadays. I just change them much sooner as well as run that orange de-icer type windshield fluid. Seems to work a bit better.
Drives ya nuts having to pull over and always clear the ice off the wipers or at the bottom of the windshield. It would be nice if Ford put the defroster wires into the bottom of the front windshield.
