It is basically a socket welded to that square plate you see with some bolts through it that catch the fins in the lid of the filter. He sells them all the time so wait and get one for a couple bucks and you will be set!
Not all fuel filter caps can accept the 1/2" extension. Matter of fact more do not than do. Consider yourself lucky if you have the square plug hole on yours.
Here is an idea that just dropped out of the toolbox and hit me in the head...Some folks are buying or making a fuel filter wrench...I had an old military issue "ford wrench" of all things. I opened the jaws up really wide and the jaws took only a small bit of grinding on the bench grinder and they fit down into the outer ring slots just perfect! Here is a "ford wrench" on ebay for you to look at and see if you have one laying around in the tool box somewhere...good luck all..Dave
