99psd hard start and codes 1211
got a 99 psd just installed new turbo and o rings , took care of oil leak, still ahve my hard start even after running it a bit, geetting codes 1690 0381 0474 and 1211 and sometimes 1212 looking through my book understand some of them, but help and ideas what i need to do would be appreciate,,, i'm thinkin maybe my ipr,,,, thanks in addvance for any help,,,

my guess for this code is that the check valve in the bottom of the HPOP oil reservioir (that feeds the High Pressure Pump) is leaking, letting oil seep out, and then not having any oil for the pump to pressurize, thus not feeding the injectors (enough) oil to fire. anyone more experienced? 
P1690 Wastegate Control Valve Malfunction
P0381 Glow Plug Indicator Circuit Malfunction
P1211 ICP Not Controllable - Pressure Abow/Below Desired (see post above)
P1212 ICP Voltage Not at Expected Level- check resistance and voltage drop at both ends of the ICP sensor connector, possibly a bad sensor causing a high voltage drop.

Do you have any performance mods such as a programmer or chip?
P1211 generally means the HPOP can't keep up with injector demand... so you can live with it, turn down the chip, or get a better-performing HPOP (aka Big Oil). Your HPOP may be weak.
P1690... is the red line from the intake manifold to the wastegate actuator plugged in?

yes i have mods,, but at present and befor and after codes were read everything was set to stock, the green line wasnt plugged in but the red one was yes. it has long crank time to start engine. the ses lite comes on real quick and easty, at only 10 psi boost, not sure what causing that but,
