Did a koer test that while ago and 21,42, and 13 came on. 42, rich condition, has been on for a while (8mpg).
21, ECT out of self test range 0.3 to 3.7 volts. Yes, the engine was warmed up good before the test or else it would've thrown more "Out of self test range" codes. What can cause this 21? It does not come on in KOEO.
13, Cannot control RPM during ER Self-Test low RPM check...I have no idea what this means. Any ideas?
Isn't the ECT a big factor for calculating Fuel/Air ratio? Any help is appreciated .
21 -- The coolant temp sensor indicates too high or too low. Probably too low. It is not "ridiculous", or the computer would flag code 51 instead. Best way to tell is to measure the voltage at the sensor. Push a pin through the wire if you have to. Should be about 0.8 volts with a warmed up engine. You can also remove the wire and test the sensor with an ohmmeter. Should be 2000 to 3000 ohms on a warmed up engine. You can remove the thing with a suitable socket or box-end wrench.
The computer uses the ECT to determine the choice between "cold start" (enrichment) and "fully warmed up" operational modes.

13 -- The computer cannot get the idle RPM low enough during the KOER idle speed self test. It tries to close the IAC all the way, and wants to see something like 550 RPM. It is seeing something higher than that. It is mad at you for taking away its operating range. The reasons for code 13 might be: timing over-advanced, throttle stop mis-adjusted, vacuum leaks, bad PCV, IAC sticking. Cleaning the IAC often helps.
