Private label oil is made by whomever has the best contract bid price for the specified oil. When the contract runs out the mfr could change if the existing mfr does not win the bid with the lowest price. You can be sure Wally world is pressing real hard for a low price, and not passing on any more savings than they need to capture the market or act as a lead item.
