The way I understand it all anti-stall dash pots were used on manual transmission equiped vehicles that prevented a potential stall of the engine when the gas pedal was let up quickly to the idle position.
The throttle will try and return to the idle position but will first contact the dash pot which will cushion the return action thus slowing down the return to idle.
I've also seen electric solenoid dashpots; you adjusted the idle with them and on shutdown they would let the carb throttle plates close completely, eliminating the "diesel" effect on gas engines. Probably haven't been used for years.
