Who did the rebuild? Check the float level? The manual should tell you how to adjust it. How about the needle and seat? I don't know what carb you have, but can you take the top off and see if there is any dirt in the needle or if the float is stuck?

Hi
A torn diaphram in the fuel pump can also allow fuel to get into the crankcase.

Also check out to see if the power valve is blown. Fuel will leak there right down the intake.
