it's been described in shop manuals as an EGR plate cooler. i guess it's supposed to cool EGR gasses as they enter just behind the throttle body and maybe it also keeps the throttle body itself warm.
I have no emmissions where I live, but unhooked mine for a while thinking I had an internal leak. It made no difference at all in the way the truck ran but I live in a very mild climate.
It's there to prevent ice formation on the throttle body. Without that, you could run into some problems with ice on cold, humid days.

After I took some of the air plumbing off the truck the other day, I realized that it's not a big deal to unhook this passage for removing the TB. I won't spill a whole lot of coolant or anything.
