excursion TCS problems

I have a 2001 excursion, XLT, with the 5.4 engine. My Transmission Control Switch (overdrive on/off switch) on the shift lever is not working. I have power to one of the three connection points to the button and the button shows continuity when depressed, anyone have any ideas what may be causing it not to work? The transmission works fine but is always in O/D mode and cant be switched out manually. I will appreciate any help.
