LLS travel must be limited to prevent blowout of air bags. The shocks have, I'm told, a "hydrolock" feature, where a hydraulic lock engages near the end of extension travel.
The shocks act as a suspension droop limiter. Most shocks will do that. I don't know why Ford specified a hydrolock.
I just went through this on my 02 Navigator and have detailed research on shock travel, lengths, ends, part numbers, and all that.
Procomp and Rancho have shocks that will work (MX6, RS9000X, RSX, etc.) even though they are not specified. Bilstein has a shock that is specifically stated to work.
