EDIT- So it appears that I was a bit low on my power steering fluid (darn angled driveways) but adding more still didn't fix it. So I got the new belt just in case and it's gonna sit behind my back seat until this one goes, or I'm bored and feel like working on my truck.

Mine turned out just to be very cold power steering fuild when we had this super cold Arctic air pass thru. After it warmed back to the normal winter temps, the hum noise has disappeared.
My Belt & 1 tensioner were replaced over 20,000 miles ago & the Ford replacement belt check out OK.
I would like to say it is the cold weather, but this started when it was in the 60-70 range and did not change when it got down in the 30's. I have a feeling that the pump is going bad.
