Check for vac leaks, check throttle position sensor, check timing chain slack.

do a compression test and see what cond. it's in. Also look at the plugs when you do it and see what colour they are, perhaps you have a wornout engine or leaking valves, before you spend a lot see what you've got.

Supposidly if the cats arent on it????
Are they on it or not.
If they are they can cause backpressure and you won't accelerate as fast.
The o2 sensensor will get clogged up.

The cats being off the vehicle wont cause that problem. The O2 sensor is not dependent on the cat to work. The only problem can be that when some people take the cat off, they replace the entire exhaust system, and they change the placement of the 02 sensor. If the sensor is not close enough to the engine, the temperature is too low, and the reading is wrong. That is not as much of a problem with a heated sensor.
Having said all that, the 02 sensor is not the problem.
