'96+ Fords are OBD-II equipped which means you have to have use a scanner to pull the codes. Places like Autozone will do it for free.
Regarding bad gas mileage, how many miles since the last tune-up?

The colder an engine is, the more fuel it needs (generally speaking). If your engine isn't warming up properly, it will need and burn more fuel over the long run.
Why was the T-stat replaced? Some of them work better than others.
