everytime I unplug the cord from the heater block pug I get a spark, also if I unplug from the oulet. Never when plugging in only while un plugging? Why
Mine does the same thing. The heater just draws a heavy amp load. You get the spark when disconnecting because the current jumps the void under a load, when being plugged in the load does not occur until the connection is made in most circumstances. As for the shocking part, sounds like a short. Are you using a grounded (three prong) extension cord and outlet?

That is normal, also helps to let you know that it is still working.
I'm assuming you are talking about static electricity, when you say you get shocked everytime you get out of your truck? It does it to me all the time as well. It's from the weather during the winter months. that's why they say never to get back in your vehicle when you're fueling up, when you get it and touch the truck and get shocked, it could cause things to blow up!
Its probably caused by the cold dry air, and you sliding along your cloth seat, causing a static charge. Try this......... when your getting out of your truck, reach up and grab the metal part of the door while exiting the truck, until you actualy step on the ground. I find that will usualy discharge you while in direct contact with the truck and ground, and no spark is thrown..... at least that works for me.
