95 Explorer won't turn over

95 Explorer won't turn over
My explorer wouldn't turn over so I started at the top and replaced the selenoid and that didn't fix the problem. When I got under there and took a look, I had a small 16 gauge wire hanging down by the starter that was obviously just broken off. Any ideas where this wire came from or how it is affecting it from turning over?
