There's engine dynos and car dynos.

engine tests

[updated:LAST EDITED ON 29-Jan-02 AT 09:39 PM (EST)]Honestly, go to the library. Search for books related to engine building. (get the most technical ones) You can determine (fairly closely) what an engine's output will be mathmatically. Hope you're good at math. It's easy if you take it slow and think about it. Have fun!!

Of course a dynomometer will tell you it's output once it is built.
