When I turn the key on to the first click, instead of the fuel pump shutting off after a couple of seconds, it stays on continuously. It won't start. The couple times it did start, the check engine light came on and it ran rough until engine warmed up. Then the light went out and it ran smooth. After sitting over night it wont start at all. The fuel pressure is 30 to 40 psi.

The CEL came on, which means the computer noticed something wrong in the engine management system and stored one or more related trouble codes ih memory. So your first order of business should be to pull the codes. You can do it on your '93 without a scanner:
The way the system works the EEC grounds the circuit to run the pumps. In my 1989 manual the wire from the relay (t/lg) does this, this wire runs to the EEC test connector and the ECU, check to see if it shorting to ground before the ECU. Also the power wire to the pump also goes to the ECU, now I'm not sure about this but maybe if this wire (o/lb) is open between the relay and the ECU maybe the ECU doesn't think the pump is running so it never shuts off.
So far I haven't been able to find a wiring problem. I decided to run the scan with the actron again. In the process of all the relays cycling, the fuel pump cycled off like it is susposed to. I continued to run the test which came up with 111. Next I tried starting it. It started perfect and ran smooth for about a minute then the idle slowed some, the cel. came on and idle was very rough and the exaust smelled pretty strong. After it warmed up the light went out and it ran great. I let it set over night. The next morning it started and ran smooth for about a minute then the cel. came on again and repeated the same as before.
This is a weird one. The CEL keeps coming on but the computer is not storing any trouble codes. That confuses me. I would try manually pulling the codes in the manner described in the link I provided above just to be sure.
Thinking out loud here, it's almost as if things start bogging down just about the time you might expect the system to go into closed loop...
Good news. I took the pcm apart again and found a bad solder connection on the board. I put in a new pcm from ford and its run good for three days now. Thanks for your help.
