The choke butterfly should close (without help or any effort) to leave a 2mm (1/8") opening to the airhorn of the carb.
The fast idle circuit is mixed in with the choke lever.

I've found that they are usually just binding. Spray about 1/2 can of carb cleaner all over the linkages and then some lithium lube - that usually works for me...
no lube just carb cleaner, it has a small amount of oil in it, its all a carb needs.....this holley on your rig, is it even an automatic choke?? or is it a manual choke?? mil1on is right about the pushing the throttle, if its automatic choke, personally i take the choke fins off my holleys, usually only takes a couple touches of the pedal to prime it,i hold the rpms up manually, and it only takes a couple mins to get the motor idleing good......but thats me and im different like that
