already have all is well except for the fact that my battery are still dead and my altenator isn't charging

When i took off my positive cable there was a rubber tube around it near the starter. I couldn't get it off when i got new cables is there any thing that it is needed for other than protection?

Just extra protection from the heat of the exhaust and the crossmember of the frame.
