my dad has the same problem on his 98 Explorer sport. The dealership said it would be about $250 canadian dollars to replace the switches on the one side.
Not only are the lights out on the right side of the steering wheel, but when I lower the steering column, the turn signals won't work. When I activate them, I get a buzzing noise. They only work when the steering wheel is at the top most position. Any ideas on cause for this and cost to fix lights and signals?

I had that same problem myself, and the cruise control doesn't work.
Did your cruise work when the lights were out?
My cruise control still worked on my 1998 Explorer Sport with the lights out on the steering wheel, but the turn signals don't work when I tilt the steering wheel down.
