Door drain plugs???

Door drain plugs???
While waxing 04 fx4 noticed blk plastic plug in forward drain hole of each door,which kinda slides up and down,in drain hole,,,usually found in down position actually blocking drainage,,,,also one in each rear door,,,???? is ,does anyone know the purpose of these black plugs as i have removed mine finding residual water and dirt behind them.....

I heard a rumor that these were in place to prevent paint from plugging thiese weep holes.... I guess they are supposed to be removed on the line... This what my "almighty" ford dealer told me... I am not sure though, since about 1/2 of the trucks on the lot had them, the others did not....
I don't see the point of having them in any more, but to each his own.
