Well, looking solely at the trucks, I'd give the advantage to the Ranger, regardless of engine. It probly has 3.55 or 3.73 in the back. Factor in the driver, and it comes down to if he can hit his shifts or not. But I know that my old 89 2.9 4x4 was a quick truck, considering it only had 140hp. So honestly, if he's got a 3.0, its a coin toss.
As the owner of a 93 4.0 4x4 w/5-spd, I'd bet on the Ranger, at least in a race of any distance, not towing of course. I've driven a few F-250/350's from 351's to 460's, and I'm pretty sure my Ranger would take any of them stock. The Ranger mentioned is a 2wd so it's even lighter than mine and should be faster, unless it's a 3.0. If that's the case then the F-250 will gut stomp it.
I'll agree with everyone who said it depends on how he can drive his 5spd. If he can hit his shifts right he'd probably take you even with the 3.0L, if it was 4.0L you wouldn't stand a chance. That is of course if he can handle the tranny. If he shifts like my buddy does(90,000miles 2nd tranny grinds into 2nd, 3rd, and 4th) you'll take him easily and will probably have to tow him home afterwards.....

I dunno...I've driven a 4 cyl ranger, and I don't think that thing could get out of it's own way. Definitely not a vehicle you want to pull out into traffic quickley in....
My money is on the Ranger, I'd say that with a good driver a 3.0L/reg cab 5speed withthe stock 3.73 will probably be around 16.8-17 sec in the quarter. The 98 3.0L is 150 hp and 185 lbs of torque, the OHV 4.0 is 160hp/225 ft lbs. Either way he has a hell of a weight advantage on you.
Ranger hands down, you have more torque but your gonna need it since you're also hauling a lot more more weight. If he's used to a stick he has another advantage. The 3.0 is rated the same horse power (or more depending on the numbers) and a 4.0 embarrasses a mid 80's V8 in terms of power.

The race may not be a good idea for a couple of reasons.. firstly, unles your truck is in good condition, flooring it at the track may be the last thing it ever does..... Secondly, racing a ranger is ok if you have well over 300 hp - I beat them all the time, but with your HP you will not win, unless the ranger is in worse condition than yours. If he quick shifts from 1st, leaves it in second longer, and floats into 3rd he has you beaten too easily. That would make you annoyed, which is never good. If the guy rags on your truck all the time, don't take the bait, just leave him arguing with himself..
i changed my whole ignition system over to duraspark2, so nothing will get messed up.
im still wondering if ford retarded cam timing in my engine as my water pump is leaking so i'll be able to change the timing chain if needed.
all i have to do is find a trailer and put 5k in it, but he might back out from that challange.

Neither of your trucks were built for drag racing, but if the Ranger is a 4.0, you'll have a tough time keeping up. For $500, you should be able to find a used motorcycle that will eat his lunch, however. Now you'll have a vehicle that will outpull, outhaul and provide a larger front seat for making out with his ex-girlfriend, plus you can roll the cycle off the back and beat him in the quarter. It's all about selecting the right tool for the job.
