If you cannot get into Task Manager with the keystroke method (Ctrl+Alt+Del) then you can try a different method, right click on the task bar in a blank area (not on a program) and choose Task Manager that way.
Does that work? Now you can see what processes are running, possibly to help indicate what has infected your system.
Download and scan with adaware, spybot, and hijack this. If that doesn't fix it... try doing a system restore to before you clicked the mischievous link (right click on my computer, properties... system restore.) Hopefully you get this resolved.
if it is a virus, then system restore will be infected as well. Use norton web based virus scan if you think it is a virus. It will tell you what virus if any there is and you can download the proper tool; to remove the virus....

I had a problem like this a few months ago, I had to run adaware and spybot along with spysweeper in that order for about 3-4 times in a row and it finally took everything off that was a problem.
I've ran adware se, spybot, spydoctor, cwshreddar and did an updated hijack this. I sent my hijack this scan to bvoncannon and he noticed some things I needed to delete. I'm going to do another complete safe-mode check with all the things again and delete the things from Hijack this. I'll let you all know how it went.
Update: Did all the scans over again in safe mode and regular mode twice. Got an update from McAfee and ran that twice, once in safe once in regular. Deleted the files I was told to through Hijack This....
Not fixed. Same things as usual. Task manager won't work.
A friend of mine just found a scan for it. Turns out it was a Worm from AIM. Thank you all for the help. I can't say enough how grateful I am of all of you that helped.
