computer startup problems
Usually I have to restart it in safe mode, then restart again normally. Sometimes it takes more than once to get it going again. I've opened msconfig and disabled everything I know I don't need, but there's a few I don't know what they do:
ScanRegistry- scanregw***** /autorun
SystemTray- systray*****
Taskmonitor- taskmon***** (I had this disabled awhile ago with no problems)
PCHealth- PCHSchd***** -s
loadQM- loadqm*****
Do I need any of these programs at startup? Any other ideas? It seems to be most likely to do it after a restart from another crash. BTW, I'm running Windows Me on a Dell laptop.

Also get rid of PCHealth, Taskmonitor, and ScanRegistry

You might also download microsoft's regcleaner from any download site (cnet,tucows, etc). Its called regclean. It works pretty good and never had an issue in 6yrs with it.

There's really not a whole lot on it as far as programs. I reformated a couple weeks ago, and it's seemed to do it ever since then. When it does crash, it won't even open up the "close program" box with ctrl+alt+del, so I can't tell what program stops responding. A lot of times I'll have to use the power button as ctrl+alt+del won't even do anything.

How do you delete your internet files and cookies?
Sometimes that can mess you up, since IE is tied into the windows shell. I just recovered from a situation like you describe. I had to make sure EVERY file in C:\WINDOWS\Temporary Internet Files\Content.IE5 was deleted. Furthermore, I had no "goofy" named folders there like I usually had. So, I deleted everything and restarted and its been good ever since. Makes sure your hidden files are not hidden from you or this may not work.
Anything could be wrong. You could have bad memory, a bad drive, a corrupt file, misconfigured/conflicted resources, or just buggy software.
You can go here http://www.sysinternals.com/ntw2k/freeware/procexp.shtml and download process explorer to view what programs are loaded and kill them accordingly.
you can use C:\WINDOWS\REGEDIT***** to view what gets loaded upon startup in these registry keys.
