Glue in Panels

Ok I have some rust around the back tires pretty uncommon huh (pics in gallerie) Anyways I dont have a welder so i plan on useing the panel glue. What Im wondering is do I just put the panel over the rust or do i cut the rust out and put the panel on? How do I put the panel on do u overlap it or the normal metal on the car and then sand it down to make it flush any help??? Thanks to anyone in advance

I believe you should cut the rusted part away--so the rust doesn't continue eating away at the metal, then probably use a flanger to seat the patch panel more or less flush with the rest of the panel. This is coming from someone who's just read a few posts....some people who actually know what they are talking about will hopefully jump in.
