No it is in the fuel filter header. It only is on while the engine is at fast idle when you first start it. The heater turns off when the fast idle kicks off. The wire that goes down in the top of the filter header goes to the element. You could check it to see if you have a very low resistance with an ohm meter, it will almost show a dead short with a digital meter.
