Fuel pressure regulator
I have a 2.9l ranger with fuel problems . it seams to be getting too much fuel. after it has been running and then shut off, The truck won't start, with the fuse for the fuel pump out it will start (but of coarse ,won't run for long) With it in it just keeps cranking and flooding out. Will the fpr have fuel comming out the return line with the engine off and key on ? Or will only have fuel comming out with the engine running and vacuum applied ? I'm thinking the fpr isn't opening and letting extra fuel back to the tank causing it to flood.

Try this real simple test & you might get lucky. Run it for a few seconds, shut it off & remve the vacuum hose from the FPR, if you find gas replace the FPR. When the pump is running fuel is always flowing from the pump to the FPR & back to the tank. If the vacuum hose is dry see your Haynes manual for checking fuel pressure.
Forgot to mention that a bad MAP sensor could also cause this. If the MAP IS bad it will take you 2 or 3 minutes to find that out by pulling the codes.
