The tailgate came unassembled, or did you pick up parts here and there? Take the inside access panel of the tailgate (Torx bit, T30, I think), then place the handle thru the hole and line up the inside mechanism with the bolts on the handle. Don't tighten it all the way yet, attach the two long rods that go the the locking pins on each end of the tailgate. Once the handle is lined up and flush on the outside tighten the bolts. You will need to adjust the plastic clips that hold the rods until the handle releases the lock without too much pulling. Hope that helps.
