Powerstroke Cold Start

I'm having the same problem I just bought my first diesel a 99 f350 lariat dually that has 220,000 miles on it. The truck just dosen't like to turn over even if it gets like around 50 degress or lower at night but if I plug in the block heater the truck starts right up. After the truck starts up and I don't drive it for like 8 hrs during the day after that first start up it goes fine. What should be the first thing to check out the changing of the glow plugs, the glow plug relay??? By chance does the glow plug relay have a fuse for it?

I have to plug in my truck anytime it is colder than -15. have you ever seen 15w40 when its that cold. Its like grease, and powerstrokes rely on oil to fire the injectors so it needs to flow readily. I'm going to try 5w40 syn. this winter.
