KOEO Code 15?

Hi, I am getting Code 15 KOEO; It means: "Read Only Memory Test failed".
What can I do?

On my 87 Ranger the yellow wire at the EEC power relay supplies voltage to the ECA 24/7 It might be open.

A code 15 will be set if you disconnect power to the ECU, clear the code per the procedure and see if it comes back. If it does check for B+ at ECU pins 1 and 40 or 60, if thats OK there's a ECU problem.
