Okay went to Discount and bought both relays, EEC and Fuel Pump. I put it in and now the truck will start but the fuel pump kept running. I went to dinner and came home and tested it. I left the key on for about 5 mins while I looked over the manual and "click" the fuel pump shut off. So I fired it up and the Check Engine light was off...Yippie
So I let it run for a minute and what do you know...I could see the rpms change and the light came back on.
I turned the key off, then turned it forward to hear the fuel pump...it ran for a few seconds then shut off. I ran the truck again and the same thing happened. So I shut her down. Then I turned the key forward...the fuel pump shut off then I could hear the relay and fuel pump kicking off and on.
Maybe the relay is getting too much juice and shuts down when it gets hot. That, or else the fuel pump is going bad and drawing too much juice, thereby overloading the relay, causing it to kick on and off. Have you tried wiring up your fuel pump directly to a switch, bypassing the relay? On my mudder, the electric fan is going bad and to get it started takes more current than a 50 amp fuse or 30 amp breaker likes to contend with, so I just wired it up direct with a switch in between.
If you really need to use the car, as a stopgap measure, just hardwire the fuel pump to a manual switch and use it tat way until you find and fix the root cause. Intermittent short, or faulty engine computer come to my mind as likely causes.

when you move the key foward before you turn the truck on, you are supposed to hear a buzz sound for a few seconds and then a few clicks in the engine.
Sounds like a good idea on the switch...how do I do it?
Any diagrams or can you tell me where to put the switch...

There's a shutoff switch under the right side kick panel. I *think* there's a connector you can disconnect -- disconnect it, figure out the polarity with a voltmeter (check for GND and +12V), then get a cigarette lighter plug and connect the wire end to the connector that goes to the fuel pump, plug the other end into the lighter socket; that way you doesn't even need a switch, you can just plug/unplug the connector that goes to the cigarette lighter.
Note well, there might be a reason why your fuel pump is turning off; obviously, with direct wiring this won't happen, so be careful.
