Just cleaning up the machine, removing spyware, defrag, make some performance settings, and get rid of IE etc will make big improvements. A new processor is probably a waste. Some of those old processors are high $$ now.
W98 SE may run faster than XP.

The a80502-90 is the old Pentium 90. Almost certainly uses 72-pin memory.
One way to tell--72 pin memory is smaller, about 4 1/4" long, and will always be installed in pairs on any Pentium system. 168-pin SDRAM is about 5 1/4" long, can be installed singly. A lot of SDRAM boards will have two or three memory slots, most Pentium boards using 72-pin had four.
You could not run Windows Me, 2K, or XP on it. 95 would run okay if you could get at least 32mb and preferably 64mb RAM, 98 would be usable if you could get 96-128. Still would be best suited for Freecell, Solitaire, etc.
Like somebody else has mentioned old used computers are cheap. And any of them that are being sold are probably faster than the machines you are looking at.
I just upgraded my processor from a AMD 1600+ to an AMD 2500+, over clocked my RAM, and it is still WAY slower than my sons gaming machine but it works for what I do. It was worth upgrading my machine because the motherboard and other systems were fairly modern.

I did get a sound wire from it for mine, and the CD rom is a 16x and will be going in the spare bins part.

I had something very similar to that show up on mine. I did everything you said and could not find it. It seamed to have corrupted IE somehow. When i ran a virus scan it came up it was in win/system32/kiidf.dll but i could not find that file nor would avg get rid of it. Ad-aware got rid of it the first time i went into IE but once i closed it and went back in it was back. I got rid of it when i re-formatted my hard drive and re-installed windows (for another reason). I did however find three programs in add-remove programs that i did not install and were very likely related. Unfortunatly it wouldn't let me remove them. It said Cant find file........ I know thats not much help cause i couldn't get rid of it but i hope you figure it out and let us how you do it. I'd really like to know how to get rid of that in case it happens again.
