I'm hoping that the vacuum modulator will help with another problem of smoothly changing gear up as sometimes the engine has to accelarate before changing the gear.

If there is fluid in the vacuum tube, then it is bad. And it will cause exactly what you are describing.

This bulletin tells you to replace the reverse piston seal with an old style C-6 double lip seal.
