It fluctuates. Now, next problem, how do i take it off without breaking it? Ive soaked it in WD40 and tried to bidge it but it WILL not budge, and i really dont want to put so much pressure as to the point i break it....
It sounds like you are doing all the things you can do to get it off, Soak the bolts with a good penetrating oil. WD-40 is good, and use a breaker bar if needed.
If you don't think you can safely take it off without breaking it... I'd take it to a mechanic and let them have a try at it.
It's possible that even the mechanic might break it getting it off, but at least they have the tools to fix the truck if such a thing happens. Most shade tree mechanics don't.
My valve was working fine to when checked. Don't be fooled though because even though it checked out ok my truck still ran rough and surged at certain speeds. I replaced the valve anyways and now it runs normal. Problem solved. I hope.
I took my "95 F-250" 460cid. to my mechanic ready to rip him a new one. Any way after he drove the truck he said he thought it was the EGR Valve it tested bad on the computer. I took the truck in a couple of months ago and had a new trans put in it. New fuel pump new ignition system. finally they replaced the computer. The worst part of it is that I was really about ready to buy a new truck, but being as the economy really and this truck is paid for and with a new trans,tires, ignition system why spend the bucks. So I will take it in week after next and leave it with him and pour more money in it.
It's been a great truck 180000+ miles on it and still doesn't use a drop of oil. Better than that Gooberment Motors truck I had. It was so bad put a quart of oil in to drive from Pomona Ca. to LA Ca.
