speed control / dash light problem

The past weekend I was driving and noticed that my speed control light was flashing. I mentally made note of it and kept going. Then I noticed a speed increase (on its own mind you). So I thought maybe I had hit the cruise control and hit the off on the steering wheel. Thats when all the dash lights went out. I thought maybe I blew a fuse, but once I stopped and turned off and back on the explorer the lights were back on. I haven't had the problem with the speed issue, except the flashing speed control light. I have noticed that if I have my lights on and hit the cruise control off button the dash lights still go out. And if I turn my lights off and back on the dash lights come back on. Can anyone help? Is this a recall issue? I have checked with the ford website and it says that my VIN doesn't have any recall issues.

My truck is a 1999 ford explorer sport.
