91 explorer quit while driving, won't start!

MY 91 EXPLORER XLT DIED WHILE DRIVING AND WILL NOT START. I CHECKED THE FUEL IMPACT SWITCH, IT WAS FINE. SPARK WAS ALSO GOOD, CHECKED FOR FUEL AND FOUND NOTHING. I DISCONNECTED AND REPLACED THE IN-LINE FUEL FILTER. WHILE I HAD THE FILTER ONLY CONNECTED TO THE PUMP FUEL LINE AND DISCONNECTED FORWARD, I TURNED THE KEY ON AND LISTENED FOR THE FUEL PUMP. IT CAME ON FOR A FEW SECONDS, LIKE USUAL, BUT BARELY ANY FUEL CAME OUT OF THE FILTER. DOES THIS SOUND RUGHT? I CONNECTED THEENTIRE FUEL LINE AND TURNED THE KEY ON SEVERAL TIMES TO CHARGE THE LINE AND MANIFOLD. WHEN I PUSHED THE PRESSURE RELIEF VALVE STEM ON THE FUEL BAR, IT BARELY PUFFED ANY AIR. I AM IN THE PROCESS OF DROPPING THE TANK TO CHANGE OUT THE FUEL PUMP ASSEMBLY. PLEASE LET ME KNOW IF MY TROUBLESHOOTING SOUNDS CORRECT. IF I DON'T HAVE TO CHANGE THE PUMP, GREAT. THANKS IN ADVANCE!

Those weren't CAPS, I was yelling. How much pressure should get built up in the fuel rail with just turning on the key? Thanks for the help!

You should be getting full pressure. The pump is not run off the engine, it is in the tank, so the fuel pressure should not vary much from the full pressure.

Yeah, that sounds like the fuel pump took a poopie on you man. Im having problems getting to one of my O2 sensors(downstream near the transmission), I can put my hand on the sensor, but have barely any clearance to the plug in part. Any suggestions?

39# prior to starting or if you remove the vacuum line off the fuel regulator at idle. Normal pressure at idle is around 33# depending on vacuum. Please be aware that replacing the pump may cause some new problems because of a worn fuel pressure regulator. I replaced a pump anf the FPR started to stuck because of higher flow and my engine would stall at stop lights. I would advise disconnecting the battery to reset the computer. It may have compensated for low pressure and may not be able to adjust. You might also have resistance in the fuel relay. This can be tested by substitution.
