What is an emissions flush?

What is an emissions flush?
In late December I took my truck in for an oil change and check-up my dealer suggested an emissions flush and coolant flush for approximately $165. I asked several men in my office who are engineers what that was and they said they've
never heard of it. I've had my sport trac for 2 years. It has approximately 18,000 miles on it. When I look in the manual I don't
see anything about emissions flush. I just wanted to check to see if anyone has had it done or knows what it is....and how often in needs to be done.
