The ABS sensor in the differential is probably the problem. When it went out in my 97 250 4wd auto the speedo did not work at all. Just replaced the one in my 99 250 4wd 6-speed. In my 99 the speedo started to work above 25 mph but before that nothing. Don't know if it's a difference between autos and manuals or early trucks and SDs, anyway the ABS sensor is a $20 part from Ford and takes about 2 min to replace.
I agree with psdpower, if you haven't replaced the sensor on top of the pumpkin yet, do it first, I replaced mine last week, No speedo and ABS constant on. Replaced, haven't had a problem since, it is an electronic sensor, they do fail. Interesting enough though, the bolt that holds mine in was a 3/8 hex head, everything else has been metric, so when I was under there with all metric tools it really sucked to have nothing fit. anyway, just change the pumpkin sensor for 20 bucks, when the key is turned on and the ABS light doesn't go out, take it back. 5 min worth of time to me is more than paying the dealer to fix it.
Recently my speedometer just quit while I was riding down the interstate. It jumped around a little, then just went to 0. A few days later it came back to life and worked OK until yesterday. It's done this off-and-on routine a couple of times over the past few months. The odometer also stops, but everything else seems to be working fine. Any comments or suggestions?
Replace your VSS sensor on top of your rear diff. Sometimes the speedo goes out, sometimes the ABS light comes on. Sometimes both. My 2000 had the problem with the ABS light coming on after I started moving but the speedo worked fine. I ordered mine online about a month ago, $12.95 with shipping (can't remember where, just do a search for Ford ABS sensor).

When you replace your VSS be sure to disconnect the batteries for a few minutes to reset your PCM....once I replaced the VSS and reset the PCM....all my erros and issues have seemed to celar up....speedometer is working, transmission is shifting smoothly again and the ABS light is off.
