Yep. What I thought happened even before I read that story. They wanted the propane and not the truck. Very easy to get rid of propane and not get caught if you sell it to a crooked store.

If you catch them in the act! Some States (like Oklahoma used to) have a "fleeing felon" law that allows you to chase one caught in the act and shoot them when you catch them as long as it is still within the State!
Shooting someone can be a sliperly slope for the shooter. Even if you are legal and righteous it can cost you $20K in legal fees and months, even years of time. Some prosecuters just don't like citizens to own guns and protect themselves and property. After all, if we kill all the felons, he will be out of work.
