98 F-150 Oil Pan Gasket Torque

My oil pan gasket is leaking. Only 25000 miles on it. Thinking it might be just loose. What ist he current torque spec.?

The manual says.........
Tighten the bolts in three stages in the sequence shown.
Stage 1: Tighten to 2 Nm (18 lb-in).
Stage 2: Tighten to 20 Nm (15 lb-ft).
Stage 3: Tighten an additional 60 degrees.

They are supposed to be quite tight.
I dont think I've ever seen them back off and cause a leak.
I think I would clean it off really well and keep an eye on it to see if it's really the pan or not.
