I have the same problem with my 2000 XLT. I read somewhere that the float can get stuck.

Does anyone know where exactly the float is?

Open the fill cap. Inside about 2 inches away from the opening is a four-sided tower made of semi-transparent plastic. The tower will have a small round hole on top. Inside the tower is a hollow cube. The cube is the float. The float had stuck on my 1999 Expy last year. I noticed a barely visible white buildup within the tank and surmised that the float was sticking inside the tower as a result. I was right. I removed the washer tank, flushed it several times with a mix of hot water (from kitchen sink vegetable sprayer) and dish detergent. Flushed out the crud, worked the float up and down by sticking a piece of wire through the above-described hole, flushed again. Back in business.
