The best bolt-on you can do is a 4 barrel manifold and carb. Edelbrock makes two Dual Plane manifolds, the #2171 non-EGR, and the #3771 EGR. Weiand makes a #8010 Dual Plane manifold non-EGR. The #3771 is the way to go, if you need to keep your EGR, but I prefer the Weiand #8010 for non-EGR. An Edelbrock #1406 600 CFM carb will work well on a stock 400 with any of these manifolds.
