Timing 400
i am rebuilding my 400 and got a new timing chain and gears. what is the procedure for putting the gears and chain on. does the 1 piston have to be on tdc of the compression stroke??

Is the engine completely torn down? If so, it doesn't matter, because the distributor is not in. When you put it in, you will do the TDC thing and align the distributor timing at that point.
All that matters is that the dots on the 2 gears are aligned when you put the bottom gear and chain on.
If the distributor IS in, then put #1 at TDC and make sure that the rotor is pointing at #1 on the cap.
