I was just wondering if anyone who lived around the Chicago, NW Indiana area had a tuner I could use to see how well it works for me ??? I'd appreciate it.

Yes, tuners will be VIN locked if the programming is left installed on the trucks PCM. Mine has be set back to stock, so the PPIII is open for any '99 V10 to use.

the 1715 says its good for v10 or v8. if i tune my v10 do you think i can clear it then tune my v8. have a 2000 f250 v10 and a 2002 4.6 explorer. under the impression once you tune a vehicle , even cleared, its only a code reader for other fords.im going to clear the truck then try to tune the explorer this week. i guess ill answer my own question. will post.
i would like to clear the v10 then power tune the explorer just to see the effect.then put the tuner were it belongs. back on the truck. even though the 4.6 explorer has some ***** of its own
Just remember that the PCM will self tune with the new program. I have found that once you have driven it for 1000 miles the PCM is tuned to your area and driving habits. It tends to drive better with a few miles under the new program.
