Rolling or hunting idle

1997 Expy with 5.4 has a fluctuating idle, it rolls up and down not high or low enough to be a problem, it is just a nuisance. Scan shows nothing wrong. Any ideas where to look next.

I would suspect a sticking IAC (Idle Air Control) You may be able to clean it, but usually replacement is the answer.

beat the hell out of the iac or by one for 70 bucks
