I wouldn't change the oil without changing the oil filter. Air filter when sufficiently dirty, fuel filter every 10,000 miles on the older power strokes. I believe the new power strokes can go 15,000 before a fuel filter change, but the filter is different.
I will agree with the statement that fram oil filters are junk. I had one blow off of my Ranger, and the thing was only about a week old. Not sure if it was just one bad filter or what, but after the towing bill to get my truck and my boat home, and the headache associated with that, I'll never buy a Fram anything again. I use Motorcraft Filters (FL-1995) and Rotella 15w-40 on my rig now, and won't use anything else. Like one of the other folks said on here, oil's cheap, engine's aren't....best piece of advice I think I've heard. I change mine every 3000.

I would expect the quality level of Fram to be consistent across the board. Personally, I've got a TYMAR intake and it uses a huge Donaldson filter. I change it every 15000 miles, or if it starts looking dirty, whichever comes first. Oil changes at 3000-3500 miles, and use Purolator oil filters, and Delo oil.

I honestly had no idea that Fram oil filters were of such poor construction. I've been using them on my old Ford (65 F100) for a long time and I've never had any problems. But, after reading some of the comments here and reading that engine oil filter study by Mr. Knize, I've decided to change to either Motorcraft or one of the better products mentioned in that article.
